Problem Statement
- Massive cohorts of diploma and tier-2/3 engineering graduates remain structurally underutilized due to a lack of productive, industry-aligned training beyond basic digital literacy.
AI Intervention Layer, defined*
*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​
- Structural rollout of specialized, production-grade training tracks officially designated as AI IT Skill Retraining Diplomas.
Here's what we Recommend.
- Channel target training resources directly toward IT and software graduates from diploma colleges and second- or third-tier engineering colleges.

- The state must launch a targeted retraining programme focused specifically on AI-first software development, explicitly moving beyond generic digital literacy or broad upskilling.
