- Advanced academic and technical infrastructure is overly concentrated in specific pockets like Noida, leaving major regional economic zones completely excluded from elite research pipelines.

- Deployment of a structurally balanced academic zoning blueprint that legally restricts state infrastructure support to distributed regional corridors rather than permitting localized infrastructure clustering.

- Extend formal invitations to premier domestic institutions like BITS Pilani and VIT, alongside select international technical universities from South East Asia and DACH countries including Germany, Austria, and Switzerland.
Possible Mandate Recommended for the Uttar Pradesh State Government
- The state must execute a targeted outreach strategy to establish full campuses and physical research or teaching centers with a non negotiable geographic mandate focusing on Lucknow, Kanpur, Deoria, outer Varanasi, and districts adjacent to Prayagraj such as Naini.
