    Reconstitute the State Data Centre Authority as the designated Regulatory and Auditing Body strictly to monitor SPV performance and authorize formal reallocations without undertaking direct hardware management duties. Enforce the maintenance of a publicly queryable Digital Compute Asset Register.

    The State must mandate the establishment of a dedicated Special Purpose Vehicle incorporated as a Section 8 company under the Companies Act, 2013 to function as the primary institutional custodian of all State-funded computational resources.
