Problem Statement

    Sister city alliances are traditionally treated as empty, ceremonial designations based on historical diplomatic convention rather than functioning as active, data-driven network instruments.

AI Intervention Layer, defined*

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​

    Structural execution of a city-level exchange framework that hardcodes mandatory annual deliverables, including joint events, cross-border faculty and student exchanges, and targeted investment delegations.

Here's what we Recommend.

    Launch a pilot project designating 5 to 10 sister cities globally for each UP city that possesses a population above 5 lakh. Explicitly select these sister cities based on their direct relevance to AI, technology, and innovation ecosystems.

Possible Mandate Recommended for the Uttar Pradesh State Government

    The state government must mandate that these partnerships operate strictly as active investment prospecting, branding, and talent network instruments with defined, non-negotiable annual deliverables.

    Documented transition of sister-city relationships into verifiable economic assets yielding active technical talent and industrial collaborations.

Possible risks

    Permitting the twinning initiatives to degenerate back into passive, ceremonial designations devoid of measurable technology transfer or active commercial deliverables.
