Problem Statement

    Returning technology and professional retirees represent a massive, unactivated source of early stage angel investment and corporate mentorship, while their capital remains parked outside the local economy.

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​

    Deployment of a dedicated fiscal execution mechanism that accelerates long term liabilities into an immediate financial settlement layer tied to regional residency and local asset allocation.

Here's what we Recommend.

    Identify UP residents who have retired abroad or are rapidly approaching retirement and target them with dedicated operational settlement pathways.

Possible Mandate Recommended for the Uttar Pradesh State Government

    The state must formally formulate and offer a voluntary, one time pension conversion option that converts periodic state pension entitlements directly into a lump sum settlement as a financial incentive for returning to spend retirement years in UP.
