Non-English background creators face structural exclusion from global distribution networks due to a lack of affordable localization tools, while creative AI talent is systematically undervalued compared to traditional technical talent.

Prioritize fund allocations across three core pillars: (a) AI-assisted production of Hindi-medium original IPs rooted in UP's mythological, historical, and folk traditions; (b) creator enablement tools for music, performance, and visual arts; and (c) AI-driven localization of global content into Awadhi and Braj. Run specialized media and animation competitions alongside technical AI Olympiads with identical prize architectures.
