- Architecture of shared state virtualized compute assets managed as a joint resource, blocking exclusive access unless peak utilization projections strictly justify a dedicated instance.
Here's what we Recommend.
- Enforce that all computational requirements must be met through empanelled private Cloud Service Providers. Prioritize time-sharing and consortium access models by default.
Possible Mandate Recommended for the Uttar Pradesh State Government
- The State must enforce a mandatory Cloud-Default infrastructure policy and strictly refrain from establishing, owning, or operating its own physical cloud infrastructure unless certified by the SDCA for extreme low-latency or air-gapped sovereign security requirements.
