Problem Statement

    India's share of the global AVGC-XR market is currently less than 1%, while traditional models fail to leverage regional linguistic and cultural asset bases, leaving massive creative content markets structurally untapped.

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​

    Deployment of a specialized policy architecture engineered to transition the regional creative market from its current baseline toward a multi-billion dollar projection over the next decade.

    Adapt Karnataka’s successful three-iteration policy model to establish financial incentives for studio setups, secure international market access, and mandate industry-aligned curricula at state technical and creative institutions. Construct a dedicated AVGC-XR zone within Noida or Lucknow to centralize infrastructure.

    The state government must formulate and notify a dedicated UP AVGC-XR Policy that bypasses standard English-centric approaches to explicitly build on UP's unique cultural heritage across Hindi, Awadhi, Braj, and Hindustani language ecosystems.
