Problem Statement

    Nascent ventures face extreme structural constraints at their most capital-scarce stage due to a lack of demand-side interventions, first-customer validation, and commercial access.

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​

    Infrastructure deployment of dedicated UP pavilions or delegations at national and international events, paired with state-level tradeshows designed with near-zero entry barriers.

Here's what we Recommend.

    Actively facilitate structured access to first customers through curated matchmaking when direct procurement is constrained. Launch a structured programme to cover or heavily subsidize entry, stall, and logistics costs for early-stage companies at tradeshows, integrating with existing frameworks like Tamil Nadu's Global Startup Summit, West Bengal's MSME trade fairs, and Central MSME schemes rather than building parallel infrastructure.

    The state government must formalize a policy of serving as the first customer for qualifying new AI enterprises through early procurement commitments to de-risk early-stage operations.
