Problem Statement
- Existing digital learning programs assume device ownership and data connectivity, structurally excluding rural children in districts like Shravasti or Bahraich where household smartphone access remains highly uneven and foundational literacy gaps are severe.

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​
- Deployment of open source Indic ASR and TTS models from AI4Bharat and Sarvam AI to create an intelligent tutoring layer over a standard 2G call, adapting difficulty based on response patterns in Hindi, Awadhi, Bhojpuri, Bundeli, and English.

- Request the Telecom Regulatory Authority of India to waive costs for a government education number, and pipe all completion data directly to the existing Vidya Samiksha Kendra dashboard to ensure teacher visibility.
Possible Mandate Recommended for the Uttar Pradesh State Government
- The state must fund "Paathshala on Call", a toll free IVR learning line accessible from any basic voice phone, to deliver 10 minute AI curated lesson pods aligned directly to the NIPUN learning framework.
Measurable Impact of our Recommendations
- The Year 1 pilot successfully targets five districts focusing on out of school children aged 6 to 14, driving measurable increases in knowledge and practice similar to validated rural local language IVR trials.

- Relying on smartphone dependent AI applications that completely miss the most vulnerable rural cohorts, or failing to use regional dialects which directly drives the actual learning effect.
