Problem Statement
- The current AI PRAGYA architecture is structurally inclined toward young people already in formal institutions, thereby completely missing out of school youth in the rural informal workforce who desperately require digital skilling.
AI Intervention Layer, defined*
*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​
- Deployment of an automated, gamified learning delivery system that tracks streaks, awards digital badges at module milestones, and issues final certifications through an NSDC linked blockchain credential.
Here's what we Recommend.
- Execute onboarding strictly through existing field networks like Common Service Centre operators and UP State Livelihood Mission SHG networks at the panchayat level, rather than building new institutional layers.
Possible Mandate Recommended for the Uttar Pradesh State Government
- The state must create a distinct AI PRAGYA Dropout Track as a sub scheme, delivered exclusively via the WhatsApp Business API using AI generated micromodules of 5 to 10 minutes accessible on entry level smartphones with basic data connections.
Measurable Impact of our Recommendations
- Rural out of school youth successfully secure scannable digital credentials integrated natively with the e Shram portal, attaching skills directly to their gig worker identity.
Possible risks
- Housing credentials in parallel systems disconnected from e Shram or utilizing heavy web applications that fail to load on entry level rural smartphones.

- Capitalizes on the state's proven institutional capacity to operate skilling to employment pipelines, directly upgrading the employability of the rural informal sector for MSME employers.
