Problem Statement

    AI infrastructure is power intensive in ways that general industrial policy does not adequately address.

AI Intervention Layer, defined*

*India's IT Minister once said there are 5 layers of AI (there could be more or less). Hence it becomes necessary to define which specific AI layer was targeted in our policy recommendation for this problem statement.​

    Structural isolation of data centre grid loads paired with contractually backed PPP power distribution architectures and prioritized priority manufacturing sub sector supply chains.

Here's what we Recommend.

    Establish dedicated substations for AI data centre clusters and startup compute infrastructure in identified zones like Noida and Lucknow, insulated from general grid load to ensure stability and uninterrupted operations. Develop a renewable energy policy specifically for AI data centres that addresses high density operations and cooling requirements, including applicable water sourcing and recycling infrastructure for thermal management in inland locations. Utilize PPP structures for private players to establish dedicated power distribution entities serving AI resource ecosystems, unburdening the general grid and enabling commercially structured reliability guarantees.

Possible Mandate Recommended for the Uttar Pradesh State Government

    The state must deploy a dedicated power infrastructure strategy specifically scoped to AI data centres and compute intensive enterprises, entirely distinct from general industrial power provisioning under UPSIDA, while explicitly recognizing data centre adjacent manufacturing like hardware assembly, cooling systems, power conditioning equipment, and peripheral infrastructure as a priority manufacturing sub sector within UP industrial policy.

    Secures absolute operational uptime and grid insulation for critical compute infrastructure while driving localized supply chain depth around the data centre ecosystem.
